Northern Maldives
Raa Atoll opened to tourism long after Ari and Baa, and it shows — in the best way. Expect new-build resorts, reefs without queues, a juvenile manta nursery, and Vaadhoo's bioluminescent "sea of stars", the phenomenon behind a decade of screensavers. This is the Maldives for people who have done the obvious atolls, or want to skip straight past them.
The highlights
The lagoon at Maamunagau is a recognised gathering place for juvenile manta rays — the Manta Trust keeps a research base there — and Raa's channels and thilas see far fewer dive boats than Ari or the Malé atolls. Snorkellers get healthy house reefs; divers get sites without a queue.
Raa's resort roster is short and mostly recent: Joali (2018) at the ultra-luxury end, the InterContinental Maldives Maamunagau, Emerald Maldives and Heritance Aarah in premium territory, with Dhigali, Furaveri and Reethi Faru covering quality all-inclusive. Guesthouses exist on a few local islands, but they are sparse.
December to April brings the calmest seas and the best visibility. The May–November monsoon carries the plankton that feeds the mantas, at some cost to water clarity. For Vaadhoo's bioluminescence, moonless nights from July to February are the likeliest window — and it is never guaranteed.
Raa fits honeymooners who want new hardware without flotillas of day boats, divers chasing uncrowded sites, and repeat Maldives visitors who have already done Ari and Baa. It is a weaker fit for budget island-hopping — ferry links and guesthouse choice are thinner here than in the central atolls.
The Atoll
Raa Atoll — North Maalhosmadulu on the charts — sits in the upper Maldives, directly north of Baa and its UNESCO biosphere reserve. It shares the same plankton-rich water that made its neighbour famous, but it came to tourism late: most of its resorts are a fraction of the age of Ari's, and most of the atoll is still what the whole country once was — uninhabited islands, quiet reefs, and fishing communities like Alifushi, which has been building the Maldives' traditional dhoni boats for generations.
The headline act is underwater. Maamunagau's lagoon, on the atoll's southern edge, is a known gathering point for juvenile manta rays — the Manta Trust runs a research base at the InterContinental there — and because Raa's channels and thilas attract a handful of dive boats rather than a flotilla, you get the increasingly rare Maldivian experience of having a site to yourself.
Then there is Vaadhoo, the local island associated with the sea of stars photos that have circulated the internet for a decade. The glow is real — bioluminescent plankton, stirred by wave action — but it is genuinely unpredictable, and no resort, guide or agent can book it for you. Your best odds are moonless nights between July and February. Treat a sighting as a bonus, not the itinerary.
Practical
From Velana International Airport in Malé, Raa is a seaplane ride of roughly 45 minutes — one of the longer, prettier transfers in the country. Seaplanes fly in daylight only, so a late international arrival usually means a night near Malé first. Several resorts also route guests through Ifuru, the atoll's domestic airport, with a short speedboat leg to finish — a useful workaround for evening flights.
The resort list is short and skews new and upscale. Joali set the ultra-luxury tone when it opened in 2018, the InterContinental Maldives Maamunagau followed in 2019, and names like Emerald Maldives, Heritance Aarah, Dhigali, Furaveri and Reethi Faru cover the premium and quality all-inclusive tiers. Guesthouses operate on a few local islands, but Raa is not a budget island-hopping atoll the way South Malé or Ari can be — if your trip is built around cheap stays and public ferries, other atolls do it better.
Book transfers through your resort (they are scheduled, not on demand), and book early for December to April — with this few rooms in the atoll, the best villas go first. But it cannot be predicted or booked. Moonless nights between July and February give the best odds, and displays range from a faint shimmer to the full postcard. Plan a trip you would love anyway and treat the sea of stars as a windfall.
By seaplane from Velana International Airport, roughly 45 minutes, in daylight hours only. Some resorts instead use a domestic flight to Ifuru Airport within the atoll, followed by a short speedboat ride — handy for later arrivals. Either way, transfers are arranged through your resort, not booked independently.
They are neighbours sharing similar, plankton-rich water. Baa has the UNESCO biosphere label and Hanifaru Bay's famous manta aggregations — plus the boat traffic that fame attracts. Raa trades that renown for newer resorts, quieter reefs and its own manta scene around Maamunagau. Repeat Maldives visitors and travellers allergic to crowds tend to prefer Raa.
